The long-awaited construction has been completed, the building has been put into operation, and the developer has handed you the keys to the apartment while simultaneously signing the acceptance-transfer act. Now you face a choice: to entrust the registration of ownership to a legal company or to do it yourself.
For those who decide to follow the second option, we will try to describe in as much detail as possible the algorithm of your actions.
First stage - preparation of the technical passport.
It can be prepared by engineers who have passed certification and are included in the register of certified persons.
Where to find such an engineer? The simplest way is to search Google or the 2GIS directory under the category “technical inventory”.
Furthermore, the search can be conducted via the register of certified specialists maintained by the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine. The register can be downloaded from the Ministry's website via the link:

Also, the register can be used to check whether the specialist has the right to prepare a technical passport, whether his certificate is valid, and whether it has not been revoked.

What documents need to be provided to him for the preparation of the technical passport?
These are copies:
- Passport;
- Identification code;
- Investment contract (Purchase and sale agreement of property rights, Share participation agreement in construction);
All additional agreements to the Investment contract;
- Acceptance-transfer act of the apartment.
How does the ordering process work?
The certified specialist - engineer is invited to the site, where he takes all necessary measurements, and you, on your part, provide him with copies of the documents. After the agreed time, the technical passport can be obtained at the specialist's office.

Second stage - registration of ownership.
According to the Law
«О государственной регистрации вещных прав на недвижимое имущество и их обременений» were expanded powers for registering property rights in Ukraine. Today such powers are held by local self-government bodies (executive committees of village and city councils) and state registrars of property rights to immovable property (including private notaries).
