Many families in different regions of Ukraine, due to the war, have faced housing problems. A large number of houses have been destroyed, entire settlements. Cities and towns are under occupation. To solve the housing problem, the eOselya mortgage loan program was developed. First of all, for servicemen, medical workers and teachers with preferential loan conditions. Secondly, for internally displaced families and all Ukrainian citizens lacking housing.

What are the loan conditions?

The program provides a basic fixed rate of 7% per annum and a preferential rate of 3% per annum.

- war veterans and members of their families

- internally displaced persons

- for ALL Ukrainian citizens who are provided with housing below the norm

Moreover, if a beneficiary who received a loan at the 3% rate, for example, resigned from service, then the basic rate of 7% starts to apply to him.

Requirements for the loan applicant

The candidate and his family members must own less than 52.5 square meters of total residential real estate plus 21 square meters for each additional family member. That is, a family of two people owning an apartment (or private house) with an area of less than 52.5+21 = 73.5 square meters can receive a preferential loan.

Loan term

The maximum term for which a loan can be obtained is 20 years. At the same time, the applicant's age at the moment of full loan repayment must be less than 70 years. That is, if you are currently 55 years old, the maximum loan term for you is 15 years.

Own down payment

The minimum size of the own down payment that must be paid for the apartment is 20 percent. Accordingly, the maximum loan amount is 80% of the apartment's cost.

Maximum loan amount

In calculating the maximum loan amount, two indicators are involved: the limit cost per square meter and the normative housing area. Limit cost per square meter is determined as the average construction cost in the region where the apartment is purchased, multiplied by a coefficient. For Odesa, this coefficient is 2.5, and the average construction cost is 15331.00 hryvnias per square meter. Accordingly, for Odesa the limit cost is 38327.5 hryvnias per square meter of total housing area. The normative apartment area is determined based on the number of family members, calculated as 52.5 square meters for the first member and 21 square meters for each additional member. If the purchased apartment exceeds the norm in area or cost per square meter, such excess is covered by the buyer's own down payment.
