Already this summer, the rules of work on the construction market will change. According to the new law, five categories of construction complexity will be replaced by three classes of possible consequences in case of destruction.
Previously, there were categories of complexity in construction. When commencing construction of objects of the first–third category (private houses, apartment buildings with a single entrance up to five floors), the developer did not need to obtain a construction permit; it was sufficient to submit a notice of commencement of work to the State Architectural and Construction Inspectorate. For the construction of houses of the fourth and fifth complexity categories, a construction permit was required. Consequently, some dishonest developers understated the complexity category of the object, submitting a Declaration of Commencement of Work to the GASSI, declaring, for example, category 3, while actually erecting an object of category 4 or 5 complexity.

After coming into force (June 10, 2017) of the Law "On Amendments to Certain Legislative Acts of Ukraine for the Improvement of Urban Planning Activities" dated January 17, 2017 #1817-VIII (signed by the President on February 8 of this year), the criterion determining the need to obtain a construction permit will change.
